Jean Bethel, Office of the Peoples Counsel monitors and fight unreasonable rate increases from the Washington Gas, Pepco, and DC Water.  OPC also assist seniors with obtaining assistance from the Department of Energy and Environment.  They advise seniors how to avoid scams.
